I just reread that book yesterday and finished it today since I started to skim it looking for Arvils name. I couldn't remember his first name. Silly me! Anyhow, my thought why it was such pervasive problem on the planets with drakus seed was because they were outside the alliance and since it was mostly only Ra'ak spawn because they could easily take the planet by quietly turning the humanoids living in less populated areas and once. They had enough turned to attack the larger cities. They could also stay under the Saa Thalarr's radar by sticking to those scattered in large farming areas. At least, that's my theory.
I found no connection would be between Arvil & any Ra'ak because Reah would have learned of it during those many weeks with him. They also would have been there the night the ASD attacked Arvil, the Hardlows & their cronies.
I don't think Arvil and the Ra'Ak were allies. The spawn ended up destroying or could have destroyed a lot of crops. I agree with Kellilee that maybe them not being alliance and started out in the rural areas.
Or Maybe they (spawn and Ra'Ak) liked the climate -- warm tropical areas
Avril and the ra'ak were allies in a roundabout way in the blood destiny series via the price on lissa's head which he contributed to with the black hand.
