There is a difference between a "modified" vampire and a "born" vampire, I believe this statement applies to Jeff (son to Kiarra & Merrill), it was revealed in Blood Queen (Blood Destiny #6) that he was the only vampire born. As the High Demon series occurs, chronologically, after the Blood Destiny series this makes Gavril the second vampire born.
A modified vampire (made or born) is one that has received blood that makes them immune to sunlight and able to eat, take nourishment from, food, and depending on the blood and the reason it was given more powers.
A born vampire is one that has vampire DNA / abilities from birth, not one needing to be turned.
