Yes, it was mentioned that Gavin could "Have her" if he had wished but since then something was changed in Gavin, possibly by Wisdom to make him view her as his child.
The M'Fiyah between Gavin and Bree has not changed, I am sure we would have been told if that happened. I don't think we have been given the reason behind Gavin's behavior change yet.
Gavin is a pivotal character, to try to pigeon hole him into a little labeled cubby-hole isn't going to work real well ... he changes as the story progresses providing either a foil or support as necessary.
