Teeg and Reah hadn't met at that point so I agree it probably wasn't his mental voice. Bel was not totally given over to self interest yet and I think he did love Reah so it could have been him, it is a pity that he ended up loving himself more than Reah, I liked him in Demon Lost. I hadn't considered that the voice could be the unknown mister/slicer of bad guys, mmmmm interesting.
I think you mean Devlin, not Bel. I don't remember Bel being selfish. In both books he seemed concerned about Reah and the last I read, he agreed to be a conscript of the alliance. Devlin is now toast with Arvil's other wizards (before the planet party scene). Devlin being gone is at least that is the impression I got.
Not so sure about Teeg. Wonder what would have happened when he confronted Reah at the end of Demon Revealed if she had not skipped away?? If he was acting a part, he was really good. Only CS knows (LOL).
I also think the "I love you" may have been Bel too. From the very first book he has been looking after Reah. He clearly has tender feelings towards her and she is fond of him.
