There is a huge difference between conscription and Norian's flat out slavery. Considering Kifirin told him that he was watching and Norian's & Lendill's continued existence was in the balance ... if I was in Norian's shoes I would be getting my affairs in order post haste.
The Reth Alliance is built on a foundation of laws, I fail to believe that Norian's actions can be ignored in a lawful society. The death of Reah's daughter is directly Norian's fault, in my opinion there is no excusing his actions. If no one is willing to rein him in hard and bring him to task, in Reah's place I would sue him into oblivion. Honestly if his "overseer" signed off on his actions I would add them to the lawsuit to make both penny-less beggars.
Of course since he is basically training and abusing assassins that are only under his "command" for a set term that could bite him in the ass as well.
If the Alliance depends on Norian ... well without a MAJOR attitude adjustment ... may the fates have mercy on the Alliance because Norian is currently a problem not a solution.

Agreed, I am honestly surprised Lissa hasn't kicked him off and banned him from the planet. Mate or not.
He worked with Leah for years, did he really think she would have let Tulgalan die if she wasn't under his thumb? He went from despot to paranoid insane despot.
Kind of scary that he will inherit the powerful founder position in the Alliance.
Remember Willem told norian that he needed to be strong after he realized how he goofed up. He then in turn asked willem where the pep talk was for Reah. Maybe there will be a change of heart for norian up coming. who knows.
I don't see the Reth Alliance surviving with Norian as its head ... he seems to be heading in the same direction as the evil Copper Ra'Ak. An immortal, power mad, despotic dictator ... he makes Cloudsong's last king look good (at least he cared for his heir and had the excuses of dementia and Zellar as an advisor)

A change of heart would be good start, although he would still need to be held accountable for his actions.
I believe that Norian's major problem is a complete lack of accountability, he has free rein to do whatever he wants ... absolute power corrupts absolutely ... he needs someone that will stand behind him at all times, not afraid of or subservient to him, that would smack him upside the head and overrule his tyrannical tendencies.
Of course that sounds a lot more reasonable than I feel about it ... I still want to take him behind the woodshed a few dozen times.

Norian is the type who uses everyone over the limit "for the good of the alliance" no matter what that will do to them or if they agreed to it. Note that agents usually get testing first. Norian admitted they didn't do that with Reah. He always does what is expedient instead of what is right. Like Larry metioned, heaven help the Alliance if he gains the leader position without a change.
