We don't know … that's one of the great parts about reading Connie's books, we can guess all day long but seldom hit the truth. The drug, in my opinion, is not "genetic" so the rules could be vastly different. We are not sure if the reincarnation is following the timeline, all in the "now" or from the past … so the "powers" available to the drug recipient could be past / present / future depending on the when of the reincarnation and / or the needs of the story.
