Sacrificing yourself for your country is fine. Sacrificing others that chose knowingly and freely for your country is fine. Sacrificing the unknowing, unwilling, civilians, children, or babies is not acceptable period.

Norian fully, knowingly, and completely crossed that line, I know I've said it before but his "for the good of the alliance" excuse is crap, he is heading full bore down the path to pure Evil. If i were Ildevar I would relieve him of his post immediately, then give him the option of seeking help and proving he has changed his ways or being permanently disinherited. In the future if Norian proves he has changed put him back in the ASD as a conscript then allow him to work his way up earning higher positions (with the aforementioned external conscience).

The quote Larry mentioned continues that all great men are bad men. Norian's objectives are good but his methods need work. I would like to think that the event of Demon' s King will lead to him learning to balance the two, developing some empathy may be too much to ask for. If Norian learns his lesson (and recovers from the deserved beatings) I actually think he will be a great leader of the Alliance because he has known the bad and it's outcomes.

Well if you want the whole quote.

"Power tends to corrupt, and absolute power corrupts absolutely. Great men are almost always bad men."

Almost everyone misses the second part and I think it is the most insightful. Although I want to kick him in the shins until he can't walk for days, I think Norian has the potential to be a great leader.

At this point in time he also has the potential to be a despot of galactic proportions ... it is all a matter of either him turning his thought patterns around or his friends / mate turning those patterns for him. In any case Norian has to know that he has done serious irreparable harm, that he needs to never cause again and change the way he treats others.

To date he has been getting worse in the way he treats others, I don't think Lissa would have hesitated to take this Norian's head if he slithered into her bed.

Slightly off topic, but I've always thought that Lissa liked the snake better than Norian (as humanoid).
