I don't think we can rule out Fes. Sure he isn't a demon, vampire, shifter, etc., but in Connie's books cooks are very important characters. (Besides, I want Fes to cook for Breanne and cosset her a bit.) And Breanne did bring him back first on Tulgalan.
@waris87 Ive been wondering about that for a while and havent a clue, at that point in the book Bree had only met Kooper, Trefor and Stellan right?
After reading the second book the only one i can think of as a possibility is perhaps the mysterious 3rd Mighty. He seems to have been keeping an eye on Bree in Blood Trouble as far as making Radomir forget meeting her, assuming of course he is the Mighty who did that. And possibly who stopped her at the end from killing herself.
Id love to know who it could be who said it though.

Well I've never been entirely sure if it was the one ore the mighty hand that held lissa's body together when she changed the baddies in the second battle of Kifrin and used her nameless ones powers for the first time. If it was the one then he/ she can quite obviously interact with his "children".
I am thinking that there are a couple of references that indicate that it was Ashe that pulled her back together after she blew the Copper Prince's mind.
