Oh now you have me thinking isn't one of the powers that be called The Messenger as have most of the powers that be have names other than their "real" names. Unfortunately I can't remember which book but its one of the blood Destiny books. Or maybe it was one of the nameless ones grrr damn my memory.
@Leena, to answer I would have to speculate on my speculation, which is already based on guesses.
But just for fun..... The three has singular jobs and stuff to do together, I don't think they have one leading, they work in concert. But I don't know how to tie that into the we he is talking about, it could be one speaking for all, and any one of them has the right to do that.....
I've been following this via email all day and I had a different thought. Angel means messenger, so in my head the messenger was always one who did the work of the One (or possibly the Three). I think that the messenger is still unknown to us and might always be, as his core work was to introduce us to Li'Neruh / Hankledis / Hank. Just my two cents.
I'm sure one of the Larentii was called the messenger, i've read it recently in the blood destiny series but for the life of me I forget which book, possibly blood queen. i'll see if i can locate it. Aside from that, the elemaiyia were fond of the term so that could be stuck in our memories.
Either way, the term messenger is just a word, anyone who delivers a message or item from one person to another is called a messenger. It in no way denotes rank or worth.
The bright shining light is basically anyone using a great deal of power, Lissa, Ashe, Reah, Breanne, Belen, Thorsten and others have all had that shining light. The stars in the eyes thing is also a power thing, Kifirin has it, Lissa, Ashe, Griffin, Conner amongst others.

Well, a respectful bow implies this is a person of higher status without doubt and the references to We and Us confirm more than one, and that the messenger is one of those people. So without a doubt the messenger is one of the Mighty.
What about Cleo? Im sure it was Cleo out of the twins who is some sort of celestial messenger or link to those higher up somehow. Not much was said but im sure its mentioned early on in Lissas books when they first meet and again when she passes judgement of sorts on Narissa?
I wouldnt say she was one of the Mighty (but you never know) but i could certainly see her working for them.
