It had to start sometime after Kirifin took him back in time. He was still very nice before then. The drain was definitely was in place, I believe, by the time he saw Reah again.
I would guess right about the time he started the Alliance. Teeg was still kind of good to Reah until the betrayal when she took off. That was what, almost 6 years until he kidnapped her and tried to control her. Pure opinion of course, all conjecture based on known events.
